The Yank is waving his fist in front of the North Korean guy's face and then hypocritically expresses "shock", when the Korean guy threatens with a preemptive punch in the Yank's face.
This is mind-blowing chutzpah from USA and its satellites. North Korea responds to nuclear threats and to the huge drills that practice nuclear attacks on the North. And the propaganda clowns claim that North Korea is aggressive. That's the weaselry and an open deceitful propaganda coming from USA and its allies.
North warns of 'preemptive strike' against the 'undisguised nuclear war drills aimed to infringe upon the sovereignty' of North Korea. Nuclear "decapitation" drills (USA is like ISIL) are a good cause for a preemptive attack.

● USA refuses to sign a peace treaty with North Korea. North Korea repeatedly proposed peace negotiations, but the imperialist USA refused.
The last proposal from Kim was in February 2016. USA rejected it.
Why? Because USA is against peace. USA wants to defeat its enemies with war, sabotage, diversion, subversion. The US Empire can't solve issues peacefully, if it's not forced to. It always has to go for unconditional capitulation or sending a non-complying country into the stone age by nuclear or conventional bombing.
USA can't even let go this little Cuba. This little country scares the US regime crazies.
The rabid hate of the US regime toward anyone who doesn't submit to its will, prevents any rational thinking on its part.
Only recently Obama has tried to be less fanatic in the official approach to Cuba in order to change the fanatic and aggressive face of USA on the international scene. Though, he is being treated as a traitor and a Manchurian candidate by the regime hardliners (even for something so small and insignificant).
The Iran deal was forced on USA by its military weakness. USA can't attack Iran (in 2014 Obama said to Bachmann about bombing Iran: "it's not quite that easy"), so it had to try some weaselry with diplomacy in alliance with the nuclear Gang of Five.
But the North Korea approach shows that USA can't be changed like Soviet Union could not have been changed. It must be dissolved.

Like Obama, like Trump. USA is scared of attacking Iran (although it will be forced to take the last stand in Mideast finally before getting kicked out), because of the the risk of losing and huge consequences of this defeat for the empire itself.
Some deluded fools try to explain Trump's impotence as a sign of peaceful approach. Shockingly absurd. Trump didn't hesitate to attack Syria and to try to murder Assad right after he took office in 2017. He tried to "kill the chicken to scare the monkey", as the Chinese saying goes. He had N.Korea and Iran in mind. The attacks on Syria fizzled. Something disrupted them and it wasn't Russia.
This shook Trump and he wasn't as eager for war with Iran and Syria as before.

That's the explanation why Obama attacked many countries, including Libya, but with Syria he was impotent (even though he attacked it, too).
It's not about personal choice of one president. It's about the weakness of the US military and the hidden war between USA and Iran's allies (not Russia and China).
Obama didn't attack Iran and it wasn't his personal choice. He simply couldn't, like Dubya Bush couldn't, and like Trump can't now (this will change - I heard this saying - the best way to teach your dog to stop chasing cars is to allow him to catch one).
